Det. Gordon Sullivan with HPD’s homicide division told reporters the man, who he said was white or Hispanic and between 20 and 35 years old, was found face down in a ditch in the 3800 block of West 12th Street near Hempstead Road. Sullivan said the man, wearing black pants and a black shirt, had his hands and feet bound by tape and was surrounded by multiple shell casings.
Sullivan said officers responded to a 7 a.m. call placed by a passerby.
“We don’t know how many times the body was struck,” Sullivan said. “We don’t really have too many details at this time. We’re still investigating it.”
